by | Sep 4, 2015

Reno, Nevada. Sept. 4, 2015. The Linda S. Carter Award for Excellence in Government was presented to Washoe County Recorder Larry Burtness, at the National Association of County Recorders, Election Officials and Clerks (NACRC) Annual Conference held from Aug. 21-24 in Houston, Texas.
The Linda S. Carter Award for Excellence in Government was established by NACRC in 2000 and named for a vibrant and energetic member who was serving as NACRC’s 2nd Vice President at the time of her death on Aug. 28, 2000.  People like Carter provide the strength of the organization and the drive to move it forward; this award recognizes that type of service.
Burtness is a proven leader at the local, state and national level. He has worked in property records for over 40 years and is currently serving as NACRC’s 1st Vice President. He has been a dedicated member of NACRC for many years—providing leadership, generating ideas, fostering discussion, and serving on the Board of Directors. At one point or another, Burtness has served on almost every NACRC committee.
Burtness’s influence on the industry extends far beyond NACRC. His colleagues comment on his commitment, integrity and high standard for professional character. His extensive wisdom and knowledge exemplifies leadership, without dictating. His constituents in Washoe County, his peers in Nevada and across the United States value his opinion in just about every matter.  His attendance, intimate support, and participation by serving on the boards of various organizations, and his involvement in their educational conferences, positions him as a valuable source of information.  He has a zeal for knowledge and his varied experiences in both the public and private sectors make him a well-deserving recipient of the Linda S. Carter Award.
